摘要/Abstract

摘要： 歐盟提出了到2020年將溫室氣體排放在1990年水平上降低20%的目標，并提出了相應(yīng)的政策措施。文章首先分析了1990-2005年歐盟減排成果，認為歐盟老成員國很難在第一承諾期內(nèi)實現(xiàn)其在《京都議定書》之下的承諾。在這樣的基礎(chǔ)上提出進一步減排目標，必須有更嚴格的政策措施作保障，但現(xiàn)在的行動計劃缺乏足夠力量和信心。中東歐新成員國的加入有助于歐盟實現(xiàn)其第一承諾期目標，但隨著經(jīng)濟發(fā)展的逐步恢復(fù)，這將給歐盟第二承諾期的減排目標帶來挑戰(zhàn)。

Abstract: EU leaders have committed to cut greenhouse gas emission by at least 20% of 1990 levels by 2020, regardless of what action other countries take. Meanwhile, corresponding policies and measures are set. After analyzing EU's emission changes between 1990 and 2005, the paper believes that it is almost impossible for EU15 to fulfill their commitments under the Kyoto Protocol. More stringent policies and measures should be designed for the further reduction commitment. However, proposed measures are short of confidence. New members of EU might help EU meet its first commitment, nevertheless, they will bring more challenges against EU's commitments for post-Kyoto emission reduction targets, because their emissions might be rebounded along with the social and economic development in these countries.
