摘要/Abstract

摘要： 從《氣候變化框架公約》（以下簡稱《公約》）第一次締約方會議到目前為止，幾乎歷次會議都涉及氣候變化影響與適應的談判內(nèi)容，但談判進展甚微。通過綜述《公約》談判進程中與適應氣候變化有關(guān)的主要決定，分析了適應氣候變化影響與適應問題談判的制約因素，最后提出了我國在氣候變化影響與適應問題談判中應持的立場。

Abstract: Each session of Conference of the Parties (COP) of UNFCCC referred to the impacts of, and vulnerability and adaptation to climate change. However, the progress on how to help developing countries to adapt to climate change was unsuccessful. In this paper, we summarize the main decisions related to adaptation to climate change in the negotiation of UNFCCC, analyze the reasons that the negotiation of impact of and adaptation to climate change made slow progress, as well as put forward some suggestions on negotiation of impact of and adaptation to climate change.
