摘要/Abstract

摘要： 中國的汽車(chē)交通面臨著(zhù)燃油短缺和溫室氣體排放上升的雙重壓力，本文從中國經(jīng)濟發(fā)展的背景和中國汽車(chē)平均燃油消耗量的國際差距入手，通過(guò)分析汽車(chē)行業(yè)的技術(shù)選擇，建立了汽車(chē)交通的燃油消耗和溫室氣體排放的分析框架。分析后認為，要控制中國汽車(chē)交通的燃油消耗和溫室氣體排放，就要運用一系列技術(shù)手段和政策手段控制汽車(chē)保有量、降低汽車(chē)平均行駛里程、提高單車(chē)的燃油經(jīng)濟性水平和降低汽車(chē)排放水平。最后，對所提出的政策體系進(jìn)行了分析和評價(jià)。

Abstract: China's vehicle transportation is now facing up to dual pressure: fuel shortage and GHGs emission increase. Based on the background of China's rapid development and gaps in average vehicle fuel economy between China and developed countries, by analyzing the technology options for automakers, we established an analysis framework on the fuel consumption and GHGs emission of vehicle transportation, and drew the conclusion that in order to control the overall fuel consumption of vehicle transportation, a series of technology and policy measures should be adopted so as to control the vehicle volume, reduce the average mileage of vehicles and improve the fuel economy of single vehicle. At the end of this paper, we analyzed and commented on the presented integrated policy package which aimed to reduce the overall fuel consumption & GHGs emission of vehicle transportation.
